A Preamble: "a clause at the beginning of a constitution or statute that explains the reasons for its passage." (Monk, p.5.) But the Preamble cannot be used as a basis of a lawsuit unless the right/power is found in another part of the Constitution, according to Jacobson v. Massachusetts.
